This is the Greenlee PA1822 universal cable slitter, it can slit cable for ring cut and longitudinal cut.
You can turn the blade from the ring cut longitudinal and cut by turning the blade 90° with this lever.
You can measure the cable diameter with this slot and the adjustment knob at the bottom.
The bottom knob also adjusts the tool for your cable diameter, from the a minimum of 0.18 inch to 1 inch maximum.
You can adjust the blade cut depth by rotating this knob, the maximum cut depth is 3mm.
This blade is replaceable. Just screw off the blade depth knob, this is a spring, and here is the blade that can be replaced once it gets dull.
There is a slot at the center, you insert the blade back into the slot, put back the spring, and then screw on the knob.
You can store extra blades in these empty slots.
Let's show you how to cut the cable.
Let's adjust the tool to the proper size for this cable.
First let's measure the blade cut depth needed. Push the cable against the blade, and adjust the blade cut depth.
Once that is set, we put the cable in the clamp, then adjust the bottom knob until it stops, then ring cut the cable in the clockwise direction.
Once that is done, we push the lever to the longitudinal cut direction for the blade, hold it, then pull the slitter straight along the cable.

The cable clamp has a wedge that we can use to pry open the slitted cable like this.
Now let's show you how to do a mid-access slit.
We first put the tool for the first ring cut, then push the blade lever to the longitudinal cut direction, pull straight until where you want the second ring cut, stop, put the blade back to the ring cut direction, and then do the second ring cut.
Now take out the tool, and use the pry wedge to pry open the mid access cut.
